Carefully add the heavy whipping cream to the flour mixture while continuing to whisk. Begin slowly adding the cheeses(handfuls at a time) and continue stirring. Reserve a small amount (1/4 to1/2cup) of cheese for the topping. Add the cayenne pepper, garlic powder and black pepper to the sauce. Carefully add the cooked noodles to the cheese mixture and mix well.
Transfer ½ of the macaroni and cheese mixture into an oven safe baking dish. Carefully add ½ of the seasoned shrimp and crab mixture on top of the first layer of macaroni. Repeat this process for one more layer. Ensure the seafood is spread all throughout. Lastly, add the reserved cheese from Step 4 on top.
Bake at 350 degrees for 25 minutes, covered. To brown the top, remove the cover and bake for an additional 5-7minutes.
Allow to rest 15 minutes before serving. Enjoy!
